People really do need to remember this.
In releasing the funding, President George W Bush waived the Framework's requirement that North Korea allow inspectors to ensure it has not hidden away any weapons-grade plutonium from the original reactors. President Bush argued that the decision was "vital to the national security interests of the United States".
We had NK's plutonium under wraps from 1994 to 2002. After we waived the inspection requirements, NK cracked the seals on their plutonium -- and now they have a bomb.

Yet a number of senior U.S. officials have said privately that they would welcome a North Korean test, regarding it as a clarifying event that would forever end the debate within the Bush administration about whether to solve the problem through diplomacy or through tough actions...
